The 30th report on the state of poor housing from the Foundation for the Housing of the Disadvantaged provides an alarming assessment of the situation in France in 2025. While the right to housing is a fundamental principle, millions of people continue to live in undignified or precarious conditions, caught between a housing crisis and social inequality.
A shortage of social housing, rising rents and the reduction in housing benefits are putting many families at risk.
In 2024, evictions reached a record of 19,023 households. Furthermore, the criteria for accessing social housing have become stricter, leaving many families without a viable solution¹.

With rising energy costs, more than 12 million people are suffering from energy poverty, unable to heat or cool their homes properly.
According to the latest INSEE survey on homeless people, dating back to 2012, the estimated number of homeless people in metropolitan France was approximately 141,500².
Today, this number has risen sharply. In 2024, 350,000 people are homeless.
Other figures¹ highlight this alarming situation:
When addressing the issue of disability and access to housing, the first disabilities that come to mind are physical disabilities: whether in terms ofaccessibility (elevators, door widths, installation heights, etc.) or the ability to perform certain daily tasks, for example, elderly people who have difficulty climbing stairs or washing without a walk-in shower.
Some disabilities are less discussed but very much present, such as those affecting the visually impaired (housing adaptations with sound systems), the hearing impaired (housing adaptations with light signals, video integration for intercoms, etc.), as well as various mental disabilities.

She has changed accommodation more than twenty times in nine years and currently lives with her three children and her partner in an unsuitable hotel room, a one-bedroom apartment, with only one room for five people.
